If you are a highschool student aged ~13-18 then you are automatically accepted into public high school when your parents move here. I have gone to high school with kids from many countries whose parents were legal and also illegal. It doesn't matter, public high school education is mandatory and paid for with taxes, so you're supposed to be able to enroll if  you're in the age range no matter what.

No. Public high schools in the US are required to accept ANYBODY
