I am not a big fan of icarly but i am a BIG fan of fred, and i'd think it'd be pretty cool if he was on =)

Yes, it is true.  I saw pictures of him on the iCarly set with Miranda Cosgrove.  Here's the link to the Wikipedia article:

It really is amazing if you think about it.  He started off making videos of himself with his so called character "Fred", and now he's building his own acting career. He got himself into the show buisness.
