The scenario given in the Yahoo! News article isn't an actualy prediction, but a "what might happen if" situation.  At this point, there is no reliable way to predict earthquakes.

I went to the link you referenced.  It is a script of what might happen if a quake of that magnitude occurred.  The following quotes are from that article:

Researchers caution that it is not a prediction, but the possibility of a major California quake in the next few decades is very real.

Last month, the USGS reported that the Golden State has a 46 percent chance of a 7.5 or larger quake in the next 30 years, and that such a quake probably would hit Southern California. The Northridge quake, which killed 72 people and caused $25 billion in damage, was much smaller at magnitude 6.7.

The article you refer to says NOTHING about predicting an earthquake at any time.  It was a mock simulation to help prepare for a POSSIBLE disaster of magnitude 7.8 or greater.  A quake that big MAY hit within the next 35 years.  Which means it MAY NOT also.   I don't know where you heard about this November having a quake.  No one has the capability yet of predicting when OR where one MAY hit.  It's just Chicken Little running around screaming that the sky is falling, the sky is falling.  Don't be so gullible to non-factual, unproven rumors.

We have not yet succeeded in predicting the occurrence of earthquakes. But watch for the fallowing changes in behaviors.

Unusual animal behaviors before earthquakes

Mammals Nervous, restless, irritated, panic and act “crazy”.
