Not exactly. Medical studies use randomized groups, one with a proposed new treatment, and another without. The Tuskegee syphilis experiment did not use the best of treatments (though they weren't very effective, anyway), was largely on late latent syphilis (which in most cases remains quiescent, but sometimes progresses to tertiary syphilis, and risks infecting others), and most egregiously did not use standard informed consent of the subjects, who were never told what diagnosis they had.

read Johns answer.it was a test of vaccines where some who had syphilis were given a placebo rather than the vaccine being tested.........kidnapped? hardly experimented on? read about what Dr Mengele did for experimentation.

not kidnapped, but studied for the long term effects of syphilis without treatment- the blacks were given placebo's instead of medication for many years so the study could be done-If you can't believe that one, here's another- the US government studied the spread of germ warfare by a Navy ship in the bay of San Francisco- sprayed Influenza germs and let the wind carry it to the city- they admitted to causing 600 deaths, but the actual count was more like 6000. This is our very own government that some people believe it can not tell a lie.

There is some truth to that rumor.  I forget what the incident was called, but in the 1940s and 50s, if I remember right, a group of black patients (veterans, I think) were heinously experimented on.  They weren't kidnapped, but they were there for treatment or something, and they were secretly and deliberately infected with syphilis or herpes, I think.  Then these heartless b******s monitored the patients.
