No way! Randy Couture even though he hasnt fought in the UFC in a while is still the heavyweight champion. If Randy were to come back and fight in the UFC he would have to fight the the winner of Antônio Rodrigo Nogueira - Frank Mir fight who will fight for the Interim heavyweight championship at UFC 92 in December.

In June, when the UFC was desperate for a London main event replacement for Chuck Liddell, Randy Couture supposedly made an offer to fight Nogueira if he would be allowed to leave and fight elsewhere immediately after. The UFC turned it down. I don’t believe they are any more likely to accept the settlement now, especially with an arbitration decision about to be handed down.

Kongo is reportedly having shoulder surgery soon to fix a problem that has been nagging him for a while.  So with UFC 91 being scheduled in Portland, OR it has been speculated that Randy would fight on that card because of his "hometown" status and because it would be a huge PPV draw.  The rumor also states that in order to do this, he would vacate the belt and fight Lesnar in a non title match.  Mir and Nogeria would be fighting for the vacant title when they fight on the UFC New Year's Card.
