I read that this was true when the breed was first brought to the United States.  But it wasn't to keep them having certain features, it was the fact that all the shih tzus at that time were descended from just one breeding pair.  All the bad features and problems were just being bred into new generations of dogs.

In order for Shih Tzus to keep certain features, you need to breed shih tzus that have those features.

Shih Tzus are bred with Shih Tzus to keep Shih Tzu features.
