    It just made the non- slaves states and the slave states equal in number.

    The Civil War ended slavery in the south and made it illegal, however, people still tried slavery secretly and created black codes to disallow blacks to do everyday things.

    The second question I'm not too sure of, probably not, considering the Confederates were a bunch of up to no good rebels.
