Is it true that Extradition Treaties Are Only For Specific Crimes?

I saw some questions about this recently and was curious. I started to look up info on it but cannot find anything except the Countries that have the treaties with the U.S.A . But from what I have read, they are not for every crime, it is more specific in each individual treaty concerning why they could extradite someone. Am I wrong, and if so please someone tell what it is based on. I mean if you stole a tv and left the country would they come and get you because of it , or would it have to listed on a countries treaty that says its ok to take the person.

And please do not give me links to wikipedia , I already know what countries do and do not have the treaties . I am only curious about what I already asked.

  1. It is open to the signatories to the bilateral treaty for agreeing to extradition of wanted person for trial in the country, subject to certain conditions.
