  1. Congress didn't make the offer.  It was a group of military officers.  One of the reasons G. W. was selected to be the first president is he had no sons of his own, just one stepson.

One of the problems with having a standing military force is the military is the one force that can overthrow a government.  They are organized and disciplined and they have arms.   That's why you see so many military coupes in the world.

It is a credit to our military (not only the officers, but the rank and file) that we have not had such an overthrow of government.

Not even Great Britain can claim that since the Commonwealth was mostly driven by Cromwell and the first standing army Great Britain ever had.  It collapsed when Cromwell died and the rank-and-file military wouldn't stand with their officers against the return of the king.   Charles II was invited to take up the crown.

  2. Yes, Congress asked Washington to become king of America but he declined and after much argument agreed to hold office for only four years.

  3. Yeah, but Washington didn't want the new nation to be ruled by a king or queen.

  4. Yes, but Washington declined.  It was actually a group of Army officers who wanted a King or Emperor.  Washington prevented them from executing a military takeover in 1783.  Later that year, Washington and his officers voluntarily resigned their military positions.
