  1. Tornados have their optimum locations and non-ideal paths as well.  There could be any number of reasons for attracting and repelling them.

  2. no. becuase of the mountains the wind flow would be intterupted killing the tornado or weakening it. pennsylavania has has lots of tornadoes, but they arent half as strong as the midwest becuase the midwest is flat and penn. isnt
