Is it true that if you have 200 pokémon in your pokédex in Pokémon Ruby then you will unlock Jirachi?

This is what I have heard and if it is true I would like to know the details of where Jirachi can be obtained etc.

  1. If you're in the US, I'm fairly sure they only offered Jirachi during local events and stuff as a giveaway. I've never heard of being able to "unlock" it.
