    Lutron sells a line of new Eco-dimmers that only operate at 85% so there's built in savings.


  4. Switching off lights and appliances saves on your electricity bills.  Switching off switches on sockets with nothing connected to them will make your house safer, but it won't reduce your bills.

    I kinda think you are asking beyond the obvious. "Do you save electricity by cutting off the breakers?"  Maybe you aren't asking this, but yes you do save by stopping the electricity at the box.  Many of your electronic devices have memory that requires a constant supply of power.  To save this way unplug the device when not in use, but be ready to reset things to your liking when you power it back up.
