Of course not.  Hair growth is not mediated by the nervous system.

And what part of your brain don't you use?  I use all of mine, just not all at the same time.

No.  Hair is the result of a protein-based mass being synthesized by cells in hair follicles and is independent from brain function.  Also, the statement that we don't use our whole brain is a myth.  It has been shown that we use different parts of our brain for different tasks at different times.
