  1. I can't find anything regarding a law change in 2009.

    However on Jan. 1, 2006 a law was passed that stated ALL drivers under the age of 18, including those who already have their license, is stopped from carrying passengers under the age of 20, unless accompanied by a licensed parent/guardian, licensed/certified instructor or a licensed driver 25 years of age or older, during the first 12 months (formerly six months) the driver is licensed  and also cannot drive between the hours of 11 p.m. and 5 a.m. (formerly 12 midnight and 5 a.m.).


  2. No.  This is a persistent rumor, but only a rumor.  Usually it's given as "If you were born after 1993..." which also isn't true.

    There is a new law taking effect Jan. 1, 2009, but it has nothing to do with your age of getting a permit, which is 15 and a half.  See http://www.dmv.ca.gov/dl/dl_info.htm#PER...

    Driving Under the Influence Repeated Offense — Operative January 1, 2009

    Amend and Add: Vehicle Code §§13353.1, 13353.2, 22651, 42009, 422010 13389, and 23154 (AB 1165 Chapter 749)

    Makes it unlawful for a person who is on probation for a driving-under-the-influence offense to operate a motor vehicle at any time with a blood-alcohol concentration of 0.01 percent or greater.

    Imposes an admin per se driver license suspension on persons found to violate this prohibition
