Is it true that paypal has a new policy?

i have never sold anything online before and i posted an item on a local classified ad site. I had one person tell me that they would send money through paypal for me and if i could ship the item to their son who is not in the country. But they said paypal has a new system where the funds dont get transferred until i ship the item and give paypal tracking number...then the funds will be released into my account... this sounds kind of odd ... has anyone actually heard of this?

  1. While there are real buyers out there, sites like Craigslist are a haven for scammers. They will say anything to separate you from your product and/or your money.

    Don't ship until you have money in your hand. Period. Don't let anybody rush you, think twice about dealing internationally, don't let them suggest any payment service other than the ones you currently use, don't take cashier's checks for any amount other than the agreed price, and wait for any kind of payment to clear the bank.

That is their policy.  It applies to folks who haven't sold very much on ebay as they are considered "risky" (they have no history to prove how reliable they are).  According to the PayPal site, they release the funds after either 21 days or after the item is delivered.  This provides a measure of safety for folks who buy things online, since they know they won't get charged until the item is delivered, while also providing safety for the seller, since they know the item has been paid for.

    If you continue to sell through ebay, eventually, you can sell enough to not have to worry about the hold/  I have included a link to the page with the policy on it.

  3. I just used it yesterday and I didn't find anything out of the ordinary. I got paid before I shipped.
