No it is not true, however the appearence of the p***s may seem smaller than a man who is fit because of the fat layer above the pubic area.  If weight loss is obtained and the fat pad on the pelvic bone is reduced it allows the penile muscle to show more throughly and though it seems that he has grown in size since his obese days, that is simply not true.  You are the size you are regardless of weight its just that having more fat allows for the p***s to have a cushion so to speak to lay into.

Not at all! p***s size only depends from genetic issue and gets no correlation with body shape or weight. It often only is an optical issue because fat guys overstocks some fat tissue around pubic regioin just upon the p***s. Thus p***s then looks shorter.
