It's true to the extent that you can say the United States belongs to the Sioux, Comanche, Kiowa, Apache, Chippewa, Cherokee, Choctaw and others. What's not true is that Texas, New Mexico, Arizona, California, and Colorado belong to Mexico, although some like to claim that they were stolen from Mexico by the US.

The native peoples of Mexico belong to a large group called Nahautl.  Most Mexicans are descended from Aztecs, Mayans, and other Nahautl people, such as the Zapotecs.
