Is it true that the power consumption by tube light is less than that of the fans?

This question makes no sense as asked.  You can have fans and lights of all power consumptions.

One is not related to the other.

I can have a 50 watt flourescent light next to a 200 watt fan.

Or I can have a large room with 20 flourescent lights totaling 300 watts next to a 10 watt fan.

Yes,approximately

A tube light system (36/40watts+15 watts for choke) would consume just half of a fan system(60watts for fan +20 watts for resistor type regulator)
