  1. This question makes no sense as asked.  You can have fans and lights of all power consumptions.

    One is not related to the other.

    I can have a 50 watt flourescent light next to a 200 watt fan.

    Or I can have a large room with 20 flourescent lights totaling 300 watts next to a 10 watt fan.

  3. Yes,approximately

    A tube light system (36/40watts+15 watts for choke) would consume just half of a fan system(60watts for fan +20 watts for resistor type regulator)

    The above ratings are approximate and of common brands in the electrical market.
