Is it true that the state of california is getting rid of pell and cal grant starting year 2008 to 2009?

NO. This is NOT true. The Pell Grant is the Federal Grant and the Cal Grant is a State Grant. These two will not stop funding college education any time soon. If this were to happen, thousands of students will not be able to ge an education.

How do I know this is true? I already know what I am going to be awarded already for 2008-09.
