Yes its true and its not only in punjab anymore its pretty much where ever. its a tradition and if ur punjabi likes are ur gonna be gettin an arranged marriage. but nowadays its somewhat more flexible where u can pick ur mate but he or she still has to have all the other traditional requirements. consequences in india are you'll be disowned. it pretty much depends on the families.
