  2. It is the differential fees that keep most people out.

  3. For my public university, it definitely was more competitive for out of state students to get in.  I think state universities get subsidies from the state government for having in-state students.

  4. Not at all. There are a very large number of them at Kansas State University for example. The rub is they have to pay out-of-state fees, which makes tuition much higher than in-state students. Also, the government has made visa applications stricter so that also hinders some students.

  5. No.  When I attended a state university, there were alot of international students.
