Is it true that wedding dress alterations can cost as much as the dress??

I'll need the dress fitted really. Does it cost the same to:

Take out the dress 1size?

Take in the dress 1size?

Take in the dress 2sizes?

I understand it's always different but I'm just asking whether anyone has any experience.
