Is it true usafis Green Card Lottery.?

My uncle he is in Russia. He got this the email it says he should fill out the application for usafis and he could win the Green Card lottery ,and come to US. Please answer honestly thx. Here is the web site http://www.usafis.org

If your uncle is Russian Citizen, he is not eligible. And that site seems not legit. The only site that is legit for Diversity Lottery Visa is the US official government site.
