you probably can by a kit, but i wouldn't bet on it working.

i also wouldn't bet that your car engine would still run afterward.

Water injection was developed many years ago for low octane or distillate fuel burning engines in farm and industrial equipment to reduce precombustion under heavy load. There are still some water injection kits used, usually on racing engines, that are designed to add a bit of water for the same reason.  But as far as water powered engines?  No.
