  1. The limit is on what you can carry in your hand luggage.  You can carry more in you checked bag, if you want.


  2. This has to do with duties and taxes.  This regulation has nothing to do with the safety precautions (TSA's 3-1-1 rule) or where you put it in your luggage (carry on or checked). The volume depends on the country and the type of perfume.  

    You can bring in more than the allowance, but you must declare it.  If it is determined that you have more than the allotment and did not declare it you canl be fined, pay the duties, and if it is a lot, prosecuted.  

    Just read up on the custom's page for the exact country you are visiting. Basically, if the amount could be considered for your own use, it's usually fine.
