Is it typical for Domino's to ask a prospective employee to pick up and pay for their driving history?

I am wondering why Domino's is asking someone I know to pay the $13 to get a copy of the driving history. Isn't this something that an employer should pay for?

I've never heard of them requiring a prospective employee to pay for a motor vehicle report or driving report. But this may be something new.
