  1. If you never intend to get an HDTV, you probably won't see any difference between Blu-Ray and DVD on your current TV. However, since you already have the PS3, you can buy Blu-Ray today and get the high-definition with some computer monitors (full 1080p and 1200p HD conmputer monitors, 24", are selling below $300 from time to time in the USA) or a future upgrade to HDTV.

I did it the other way... as soon as it was clear that Blu-Ray won the format war, I started picking up Blu-Ray discs, based on sales, etc. even before I had a Blu-Ray player... and even after I got a BD-R/RE drive on my PC, it was some months before I put a PS3 on my 71" Samsung HDTV. And the PS3 makes an excellent Blu-Ray player!

  2. If it is displaying at 576i/p (PAL SD) (I am guessing you have a PAL television being you said you are connecting via a SCART cable), no, it is not worth it, it will play, but you will not see the HD quality of the video

You will want at least a 1080i compatible television for blu-ray movies
