  1. I think it depends on what climate you live in and how you use the space.  If your winters are very cold, yes.  Or if you spend a lot of time in the basement, yes.  


  2. Yes - both for heat and cold.  It will make the basement much more confortable to use and it will increase the value of your home.  It will also cost you less to cool (A/C) or heat --you can save $ on expensive heating fuels and or electric.  Good Luck.
