Is it worth using raiza or zaborg in a counter fairy deck??

probably not they would take up space in a valueable game plan and could get in the way of your fairies plus You want most of your fairies alive.

sorry but i dont know what counter fairy decks have in them but i can tell you which monarch is better.

raiza:

Raiza would be the best because it sends your opponents card on the field back to the top of their deck, it can be a game winning move or a life saver and with 2400,and 1 tribute it is pretty strong.You can send your own cards back on top your deck as well,for example returning cards like Swords of Revealing Light, and reusing it next turn.

zaborg:

with the cards now,zaborg dosen't really help, decks now a days want cards to be destroyed, and i bet everyones sides prime material now.their are better monster removal cards then zaborg such as smashing ground,fissure,lighting vortex,etc.tributeing a monster to destroy one monster isnt worth it.

Also note that raizas effect can target magics and traps,zaborg can only target monsters.
