Is it wrong to congratulate a woman on her feminine hygiene?

we had a women at our work, and every time she opened her legs it was like we were at Grimsby harbour

so HR had a quiet word, she took a few days "special leave" and now she's back it's like a meadow of blossom down there.

Would it be wrong to congratulate her on this turn around?
