No, I don't think so, I think that it all depends on what your expenses are and how you live.  If you spend carelessly then it will be expensive no matter where you go.  It also depends on which parts of the two countries you're talking about.  If you are talking about Paris and a small town in the Belgium country-side, for instance, then France would be much more expensive.  On average, I'd say that they're about equal, but French food and culture is to die for.
