Yes it is a problem that points out the apathy of the voter---to let someone else run our government and then wants to  complain about what happens. Anyone that does not vote should keep his opinions to himself.-----just think 43% of the vote elected Bill Clinton and it may get worse if apathy abounds to the point of saying "my vote won't help"
