Is mailing herbs legal?

I want to mail my friend some dried herbs I grew. I live in the US and he lives in Scotland. I was wondering if that was legal. I don't want anyone thinking they're drugs or something. Is it legal to send herbs overseas? And is it possible they'll rip up the package to see what the herb scent is? I just put them in a plastic sandwich bag along with a number of other things all in a box. Thanks.

Your biggest problem probably won't be that customs thinks they are

drugs.  Many herbs, plants and seeds have quarantine restrictions between states or countries.  Customs may well open the package(they won't "rip" it up) and confiscate the herbs.  Try a bit of research on the web about quarantines and your particular herb.
