Yes. Without doubt it is incest. Incest is incest is incest. Incest by any other name, still stinks.  Anyway, Why would you be asking the question anyway? The gene pool is too small, and there is a very real risk of physical and mental deformities. At the very least, there will be social and psychological problems resulting ... as well as extreme social embarrassment. Imagine the situation, where you have to admit, "Gee, ya know, I married my uncle's son/daughter." You mightn't have to change the family name of the woman, and you will know ALL the relatives of your spouse (necessarily): which is, in itself an indicator that this is incest ("Keepiing it in the family")
