Is maternity exemption certificate comes under PUBLIC FUNDS??

Hi,

I was just wondering whether maternity exemption (free prescription for child and mother) after child birth comes under public fund, in reference to people (non EU) on limited leave to remain as WP/HSMP holder. I know these people are entiteled to free nhs care.Any advice will be highly aprreciable.

    no recourse means none
