Yes, Michael Phelps is really 6'4".

He's got a longer than normal torso (One equivalent to a man that's 6'8") but shorter than normal legs (one equivalent to a man that's 6' tall) He also has size 14 shoes and a 'wing span' that's 6'7".

All very conducive to the sport of swimming.

Now, Mark Spitz was only 5'9".

Yes he is.  On TV, he's standing next to other tall athletes who are mostly 6 feet or taller, so he looks to be about average height.  It's like how 6'3'' point guards like like midgets when playing with 7 foot centers.
