Is microsoft's promotion with live.com (35% off ebay purchases) legit?

So are these offers actually legit, because it sounds too good to be true.

If I bought these off of eBay, would the promotion actually come through?

And does anyone know if there's been any talk from MS about WHY they're doing this promotion?

I couldn't get the offer (on ebay) but then I am not a resident of US. However, I ran into a ebay page

So, I would say it is legit unless ebay allows users to host "pages" on their site.
