yes misery is universal because of the following reasons

1 if there will be no fool in the society what will be the importance of intelligent humans,there will be no difference left,is foolish humans are also necessary

2 if there will be no ugly things in this world what will be the importance of beauty,there will be no difference left

3 so in the same way if there will be no misery,no evil what will be the importance of good left,there will be no happiness,so misery is also necessary

misery is universal every life on this planet had to suffur the misery of this world,the stars also take birth and die and struggle with gravitational force for there survial,so they also suffur from misery,life and death

so sister misery is universal and necessary as happiness is also universal
