Miss America is the highest you can win in that particular pageant.  Miss USA goes on to compete for Miss Universe.

They are not the same. Each is a money making organization pushed by their respective owners. Donald trump owns one of them. They have not been as lucrative lately which is unfortunate in that the prizes - scholarships, mainly - may not be keeping up with the cost of higher education.

Miss USA is part of the Miss Universe Organization (which is owned by Donald Trump). It is a private for-profit organization. Miss America is a non-profit organization that is aimed more at offering scholarships and being well informed on a platform (and promoting it during her reign). Scholarships through Miss America are made possible by donations from the public and sponsors. Miss USA offers monetary prizes, jewelry, etc to winners.

Miss USA is focused more on physical looks than Miss America. Miss America has a talent portion in the competition but Miss USA does not.

Finally, Miss America is the highest title a woman can achieve in that pageant organization. The winner of the Miss USA title goes on to compete in Miss Universe in which she has to compete on an international level with contestants from other countries for the title of Miss Universe.
