No, but there is a definition of "model" that keeps you from getting in trouble with the FAA, etc.   Once a rocket gets big enough to go high enough to interfere with air traffic, it is regulated as to where it can be fired.  Cities may also regulate where you can start from.

Hello..Basic answer is No. However city ordinances, might prevent the launch in city limits..and dry weather advisorys has the potential of starting grass fires..

Not as a general rule. However there are some county or city ordinances that may apply to your area. It is always best to contact the local police or sheriff dept. and also the fire dept. to make sure you are legal before you launch. Good Luck and have fun.
