Is monster reborn going to be on the ban list during the regionals or not?

I have seen two lists that are identical, except one says monster reborn is banned and magician of faith is limited, and the other one says monster reborn is limited and magician of faith is banned. which one is right?

Magician of Faith = BANNED

Monster Reborn = LIMITED to 1
