The poster who said "ask her what you want you to do" is waay off.  This is a 7 year old girl!  The mother is the one who has to decide what to do.   And I'm not getting the "hair" theory.  You say your husband "always shaves?"  Could there be a time when he didn't?  Plus that is obviously bizarre for a man to shave down there.

It's estimated that 80% of children are NOT lying when they report sexual abuse.  You must look into it immediately.   If you fail to contact CPS and  show that you are trying to protect the child, you could have your daughter removed from you and put into foster care.

I don't understand how you and your mom could just say "no way."  You've got to listen to your daughter, and at the very least check it out.  Just don't sweep it under the carpet.  She trusted you enough to tell you, which is more than most children do under such circumstances.
