Question:

Is my Cockatiels lack of feathers normal?

I adopted a female Cockatiel at our local Petco two days ago. Just today I noticed that under her wings, she doesn't have as many feathers as the rest of her coat and you can see alot of red. She is still getting used to being here so I can't further inspect it. Maybe its common for all birds? Also, what does it mean when when a bird 'waddles' back and forth? Thanks for your help, much appreciated! =]
