It isn't at all appropriate.  You need to tell him that it makes you uncomfortable, and that he needs to be covered up when you are around.  If he continues this sort of behavior, it is sexual harassment.

Hate to Mr. Legal on you, but his act is a form of sexual harrassment. Any type of sexual suggestive act, such as what he does and what you claim he knows, is sexual. If it bothers you, let him know. If he persists, leave. If that doesnt do it, hire a lawyer.

Stop working for this guy.  He's a pervert.  It's not normal for a guy to walk around half dressed when someone is in the house that is not his wife or girlfriend.  Find another house to clean or one of these days he will be naked.  You are being silly if you think this is normal behavior regardless of how much money he has.

He's either hinting around or is a little bit of an exhibitionist. If you want things to be a little cooler, ask him if you should schedule your time a little earlier or later so as not to catch him at akward times. Hopefully that will give HIM a hint. Or you could try to make sure he has a clean terry robe in the bathroom and make sure to seem disappointed if he doesn't use it.
