  1. Birds sometimes puff up their own feathers in the process of pruning themselves.  The also do this when they feel threatened.  It is a defense mechanism that is intended to make themselves look bigger.  Give him a week or two to get used to his new home.  He'll be fine.  If it isn't too hot, you might try taking his cage outside in the evening.  I always found my birds adapted more easily when they were exposed to fresh air and the sounds of nature.

  2. With any animal that you get, you should always bring them to the vet within a couple of days of ownership, just to make sure that there are no underlying health concrns.  Also, if the vet does find something wrong with him then you can always return the animal and get your money back.

Considering that you just bought him two days ago, he/xhe may just be stressed out from being in a new environment  with new sights, sounds and smells he will need a couple of days to adjust.I suggest that you place his cage in the busiest room of the house, usually the living room  but keep him far away from the kitchen where there are too many fumes from cooking that could actually kill him.  You should also make sure to place him in the corner of the room where he will feel more secure because he won't be out in the open, and also cover half of the cage with a light towel or blanke so that he will have a place to hide in case he gets spooked.  Another reason for his disheveled appearence is that he may be molting.
