Is my eyebrow piercing infected?

Ive had it pierced for about 3 weeks, had no problems with it at all, this is my second one, had it pierced in about the same spot as the last one. but for the past 3 days theres a red bump right next to the top hole of the piercing, doesnt hurt, theres no blood, no puss, nothing. what could this be? what should i do?

It's a keloid. it's not infected. it's just an excess ball of scar tissue. Use tea tree oil on it daily, and it should go away.
