If you are crossing by land , no .  Passports are needed to FLY to and from Mexico.  The requirement for passports for LAND travel has not been inmplemented and has no set date...but will likely be summer 2009.  See site below and read op half of page carefully to see that adults will nee a photo I.d. and a proof of citizenship...whicn can be a passport or birth certificate.   Children and infants will need their birth certificates.  See 2nd site...if you need passport, for flying or other travel.  currently takes 4 to 6 weeks to get one.

No one is allowed to fly outside of the US and back without a passport, even Mexico.  It takes a while to get the passports so you should really get moving to have them all by July,
