Is my fish tank filter oxygenating my tank if it's not blowing bubbles at the lower speed?

I have an eilte mini filter in my 12 litre (3 gal) fish tank with 3 fantails in it. It doesn't blow bubbles on the lower speeds, is it still oxygenating the water? if not how can i fix it?

  1. goldfish? if its goldfish i refuse 2answer anymore cruelty related q's on them


  2. Yes as long as the filter is running it is adding dissolved oxygen to the water.
