Is my male cat ready to mate?

Question

My male cat is meowing alot more than normal and being a lot more affectionate twords me. His behavior has not changed twords my husband though. He is bout 4 months old and isn't spraying that I am aware of. He also has started to puff out his tail at my fixed female. All help to understand his strange behaviror is more than welcom. Thanx
