Is my mammorth sunflower stunted?

I planted a mammoth sunflower and i thought it was doing very well. It is about 6 feet tall. I am worried though because it is developing the "head" (im not exactly sure about the official word) and it seems pretty small. Will it get bigger as it grows or is that what the size of the flower is going to be?

I know we are in a extremem drought down south in NC. I water them every day but nothing beats the beauty of natural rain. Is this another problem of the drought? or will the flower get bigger?

Yeah it will grow more
